Tremend – Publicis Sapient Wins Framework Contract for HACS, the Premier Consultancy Framework of the European Commission

Tremend – Publicis Sapient has been confirmed as consortium lead under HACS, the High-Level Advice and Consultancy Services framework managed by DG DIGIT, the European Commission’s Directorate-General for Digital Services.

The framework gives EU institutions access to high-level consultancy and delivery expertise for complex transformation programmes across the European public sector. 

Through HACS, Tremend – Publicis Sapient will support EU institutions with work spanning digital transformation strategy, governance and operating model design, service design, technical oversight for large IT programmes, emerging technology assessments, and organisational readiness. These are areas where the company has already built a substantial track record across EU public sector engagements.

Where relevant, Tremend – Publicis Sapient can also bring their award-winning applied AI expertise to support broader transformation initiatives, in line with each institution’s governance requirements, interoperability standards, and technology choices.

The appointment continues the company’s work under BEACON, the Commission’s previous Benchmarking, Advisory and Consultancy Services framework, where Tremend – Publicis Sapient led the first consortium in cascade.

HACS succeeds BEACON and represents a broader, more ambitious framework, with expanded reach, more contractors, and a mandate covering nearly the entire EU institutional landscape. 

Tremend – Publicis Sapient will lead the consortium alongside IBM, Fujitsu, and Sword, bringing together advisory depth, technology expertise, and delivery capacity for institutions operating in highly complex governance, regulatory, and procurement environments.

Consortiums operating within the framework are expected to provide both advisory expertise and the delivery strength required to turn strategy into practical results.
